The other factor mentioned by Rashi in regard to why Yissaschar was second -- that it was because the shevet, in particular its nasi, presented the suggestion that the nasiim should pledge karbanot for the dedication -- could also fit into the discussion of cause-and-effect. Is the fact that they gave this advice an indication of their potentional ability within the realm of Torah scholarship? Perhaps it was the reason for them being blessed with Torah scholarship? Could it be that this reason was actually a further reason for Yehuda to go first, knowing that Yissaschar would then go second -- and it was this desire to reward Yissaschar that gave further impetus for Yehuda to actually go first?

  2. Kind of a chicken and egg question

    Was Yehudah great because of the future malchut

    Or was the malchut a result of Yehudah's pre-existing greatness?
